Hromov S. Public governance mechanisms of corporatization of large state-owned enterprises in Ukraine

The conducted dissertation research is aimed at solving the relevant scientific-applied task of introducing a scientific-practical approach to more value-oriented public governance of the corporatization of large state-owned enterprises in the transport sector in modern and post-war Ukraine through digital technologies. The basis of the work lies in the author’s hypothesis that the implementation of value-oriented and more inclusive public governance mechanisms in the process of corporatization of large state enterprises in Ukraine has significant potential for attracting investments to Ukraine after the war and, in general, for increasing their efficiency, profitability, and competitiveness. The thesis paper proposes and justifies an updated component composition of the mechanism of public governance for corporatization of large state-owned enterprises through the addition of dynamic balancing of stakeholder interests; the key change is the transition from static to dynamic systems that constantly balance the interests of all participants in the corporatization process. The author has proven that the implementation of a promising dynamic value assessment system based on artificial intelligence in state-owned corporations in the transport sector of Ukraine in 2024-2027 requires a comprehensive approach, including the development of a regulatory framework, ethical standards, the creation of interdepartmental working groups, and ensuring financing. Key aspects include process transparency, data protection, and personnel qualification improvement. Pilot projects at key enterprises, such as JSC “Ukrzaliznytsia” and “Ukrainian Sea Ports Authority,” will demonstrate the advantages of the new system, and integration with national development strategies and stakeholder engagement will ensure long-term sustainability and implementation efficiency.
