The dissertation is devoted to the study of the current topic of developing the public administration system in modern Ukraine, in particular, using the example of the regulatory mechanism of state control and the development of practical recommendations for its further improvement based on foreign experience.
The first section reveals the conceptual and terminological apparatus of the study of the public administration system in modern Ukraine. It is proposed to interpret the concept of "mechanisms of state control" as a system of organizational, legal and procedural means and methods used by the state to perform the functions of supervision, inspection and regulation of the activities of government entities, organizations and other participants in public life. Key mechanisms of state control have been identified: regulatory (creation and use of a system of regulatory acts that determine the procedure for action, establish the duties and responsibilities of entities, and also establish standards and criteria for assessing their activities), legal (consists in a detailed regulatory framework, regulatory acts and legal norms that regulate the structure of control bodies, determine their powers and establish restrictions, determine the fundamental legal basis that guarantees the effectiveness, independence and compliance of the state control system with democratic principles), anti-corruption (prevention, detection and cessation of corruption phenomena in the spheres of power and the public sector, improvement of management ethics, reduction of the risk of corruption and restoration of citizens' trust in state institutions), preventive and preventive (aimed at predicting and avoiding possible violations and negative consequences by implementing foreseeable measures.
The state control as a security instrument in Ukraine is characterized and it is determined that the issue of control, as well as the protection of national security, is of paramount importance in modern Ukrainian realities, therefore, for the development of a democratic society, state control is one of the most important functions of state administration. The author's interpretation of the concept of "state control in the sphere of national security of Ukraine" is proposed as a system of measures carried out by representatives of a specific area of activity to ensure the lawful management of the sphere of security and defense of Ukraine using all possible legal instruments of control.
The second section analyzes the regulatory and legal support of state control mechanisms in Ukraine, which includes: current laws of Ukraine; resolutions of the Verkhovna Rada; decrees and orders of the President of Ukraine; resolutions and orders of the Cabinet of Ministers; regulatory acts of other central government bodies and local self-government; methodological recommendations and instructions, regulations, statutes, etc. approved in the established manner.
Problems of the development of state control mechanisms in Ukraine are identified, including: high level of corruption and opacity in state authorities; insufficient reform of the judicial system, which may lead to the fact that decisions made by control bodies will not be properly implemented due to the incapacity of the judicial system; insufficient financial and human resources, which negatively affect the effectiveness of the activities of control bodies and their ability to fully perform their functions; state control may be subject to political influence, which makes it less objective and independent; the absence of a Single Control Center, which leads to the fact that various control bodies may work without interacting with each other. An insufficient level of legal awareness and culture of law enforcement among citizens and officials may question the effectiveness of control mechanisms; the absence of effective mechanisms of reporting to the public and other control institutions, which may lead to impunity.
In the third section, based on the analyzed foreign experience of European countries and the conducted research, a model of state control in Ukraine is formulated for ways to improve it. The model has a four-component structure: cognitive block (mission, goal, objectives, principles, approaches to state control); methodological block (functions and methods of state control); organizational block (planning control, conducting control, analyzing results, taking measures, monitoring and reporting) and performance block (determining performance indicators; collecting and analyzing information, evaluating results; adjusting strategies and actions, reporting on activities). The following proposals are proposed to improve the state control system in Ukraine: creation of an independent updated audit body; increasing salaries and working conditions of controllers; electronic control processes
