Essay

The dissertation study is devoted to a comprehensive analysis of the theoretical foundations and mechanisms for ensuring the quality of education by the system of sectoral public administration in the context of the formation of its network form and blended learning and directions for improving the activities of public authorities and local self-government in this area. The author considers domestic and foreign scientific works devoted to the problem of formation and development of the system of blended learning and network education as a managerial tool for ensuring the quality of education in the networked information society, and proposes a model for optimising public administration of this process using network management technologies. Based on the analysis of research in the scientific literature on the conceptual foundations and approaches to the content and mechanisms of public governance in education quality, within the context of the development of networked social organization and blended learning, the specificity of such governance has been identified. It lies in the inclusion of state and local government bodies in network interactions as equal participants; the initiation, support, and regulation of innovative educational processes based on subject-to-subject relationships; and the establishment of a system of network polyarchic mechanisms for network self-governance. It was states that the subject of the research is formed on the intersection of the public management problems and the process of continuing education and network education and full-scale introduction of the mechanisms of e-management, network management, principles of managerial activity transparency and openness. The integration of two mentioned processes provides synergetic effect of informational changes in education and its managerial subsystem the essence of which lies in meeting education needs for network public content and the level of education quality as well as meeting the needs of all educational service users. In the research process it was found out that the notion of “public management of network education quality” as a separate category had not been singled out. Structurally methodology is determined as a unity of philosophic approaches to the human-centric direction, transformed into methodologic scientific postulates of public management and administration as for the modern state innovative development on the basis of public regulation and clientelism as well as the integration in the frames of network information society on the basis of system-synergetic concept approaches which concern network education, network management, education quality in sociocultural and private context, quality standards etc. The project-modeling methodology that gives a possibility to predict and make decisions for far future prospective was chosen to be an integrative basis. Providing network centricity of public management with education as a basic prerequisite of its quality in terms of its network form and continuing education introduction was described in an integrative way. The use of networkcentric approach in educational public management is inevitable in terms of great complexity of educational sphere as a social system and constant, radical growth of the information-network technologies volume and transformations use on this basis of education activity itself, its changes on the basis of network structure. Network centricity is understood as the integration of decentralization and effective informational change that provides with adequacy and process of making quick managerial decisions. Network centric public management is a complex reorganization of public and municipal authority bodies of education to use network forms of organizations and network technological resources, including computer networks and virtual communication networks to initiate network processes in the sphere of education and these processes management providing an integrated objective – a qualitative education. It includes two main parts. On the one hand, it is integration of network virtual communication in the system of management and in the system of subject-object relations. On the other hand, it is a transformation of traditional hierarchy of public and local authorities and direct-administrative management model of education management into network-polyarchic constructions. It is logical that the representatives of networkcentric public management are the core of network management.
