Essay

The dissertation proposes a solution to a relevant scientific and practical task, which consists in the theoretical substantiation of approaches and the development of scientific and practical proposals on the directions of reforming the public administration system in Ukraine in the context of the European integration vector and modern security challenges, which will contribute to the effectiveness of the activities of public administration bodies in modern Ukraine. It has been established that maintaining popularity and commitment to the European integration vector requires clear coordinated actions regarding transparency and communication, realistic deadlines for achieving key stages. The government must adopt a long-term vision of promising directions of European integration, taking into account the importance of proper management of public expectations. Attention is focused on the importance of implementing strategic public administration in the context of the European integration vector in Ukraine and the implementation of practical steps to improve it regarding: a) developing a legal framework for improving strategic public administration in the context of European integration processes; b) improving the quality of monitoring the implementation of strategic documents; c) standardization of optimization of organizational support of strategic public administration; d) streamlining of powers between public administration bodies and organization of a system of interaction between them; e) formation of organizational measures aimed at increasing the level of support of strategic public administration in the context of European integration. It has been established that civil society institutions are an important component for accession to the EU. Reforming the public administration system in Ukraine is impossible without the active participation of civil society institutions, which are designed to promote the implementation of reforms in this area and occupy a significant place in the negotiating framework for Ukraine's accession to the EU. Based on this, the main direction of public administration development should be considered the transformation of the entire public administration system through the implementation of relevant reforms. For this, it is necessary to develop a new strategy with modern mechanisms and methods of management within the framework of overcoming the crisis, taking into account modern security challenges. In order to determine and increase the efficiency of management in the public sector, various approaches are being introduced. However, there is no single universal methodology for forming a system and assessing the effectiveness of public administration, which would be optimal for use in all state authorities and local governments at all levels of government. The system for assessing the effectiveness of public administration should be formed on the basis of the effective implementation of the public administration mechanism, the key components of which should. The result of implementing this approach is an increase in the loyalty and trust of the population in state and local government bodies, the implementation of public administration in general. In a unified interaction between the state and society, the social effect of the implementation of state programs and projects, the introduction of new management mechanisms will be significantly higher, as will the overall efficiency of public administration. To ensure an effective public administration system in Ukraine, it is necessary to implement a number of measures, including relevant stages, priority areas and achievement of relevant benchmarks. The public administration system will ensure effective interaction between authorities, civil society institutions and citizens. The “Plan of Ukraine” is characterized, which is provided for by the EU Ukraine Facility program for 2024-2027 and contains priority areas of reforms. To ensure successful public administration reform, key areas are coordinated on the implementation of a comprehensive reform of the civil service remuneration system and the gradual restoration, effective implementation of the merit-based selection procedure for civil service, implementation of the Law of Ukraine "On Administrative Procedure" and digitalization of civil service and human resources management. These reforms are aimed at the gradual convergence of Ukraine with EU standards, policies, rules and practices in the field of public administration, and will also be an additional factor in the efficiency of public administration, and will promote transparency.
