Essay

For the first time, the work substantiates and develops a motivational mechanism of public management of skilled labor immigration (paragraph 3.1), namely the category of immigrant workers "digital nomad business owners" to come to Ukraine after the end of the war and their interested participation in reconstruction projects. Based on this, it is concluded that this mechanism will become a key element of the updated Strategy of State Migration Policy of Ukraine for the period up to 2025. The work clarifies priorities with corresponding recommendations for improving the state immigration policy of Ukraine at the national level, all of which, unlike existing analogues, rely on the use of digital platform solutions (from public and private providers), and not just the use and development of a network of state institutions and service centers. Given the recommendations set out in paragraph 3.3, the Government of Ukraine, the Verkhovna Rada and Ukrainian business need to develop a new approach to state immigration policy that will meet the challenges of the modern world and provide effective support for the post-war recovery of Ukraine. The main emphasis should be on creating favorable conditions for attracting foreign specialists and entrepreneurs. Creating a single digital platform that will unite all involved state bodies will help ensure effective information exchange and quick decision-making. It is also very important to develop mechanisms for involving the private sector and public organizations in the process of integrating immigrants and reintegrating Ukrainians returning from abroad. This will ensure optimal use of resources and increase the efficiency of immigration management, which is especially important in conditions of very limited public finances.
