Essay

The dissertation is devoted to theoretical, methodological and practical aspects of public administration in the field of rehabilitation of military personnel of the Armed Forces of Ukraine. The analyzed regulatory and legal framework on this issue in Ukraine allows us to identify unregulated components of the system and draw attention to them in order to optimize personnel, financial and managerial resources. The educational component of the issue is analyzed and the systemic problem of the lack of a working training scheme for all necessary specialists is highlighted. Reserves for increasing the potential of military health care are identified. The understanding of the phenomenon of health as a holistic system of values ​​for each individual and the plane of influence in the social sphere of attitudes and trends are highlighted. Various definitions of the word "rehabilitation" are considered and it is determined that the most accurate is the concept and unit of measurement "complex rehabilitation", since it is associated with the socio-medical space. It has been established that the potential market for rehabilitation services in Ukraine is large enough to create a functional system of comprehensive rehabilitation of military personnel of the Armed Forces of Ukraine in combination with a single medical space for the general population. The state personnel policy in the field of health care is a set of national rules or obligations that increase the ability of the Armed Forces of Ukraine to provide medical care to its personnel by implementing a system of criteria for the professional suitability of specialists in this field and introducing a mechanism for checking the latter when appointing them to higher positions. A systematic approach to solving rehabilitation measures involves the participation of a multidisciplinary team, including medical and physical education and sports rehabilitation specialists, necessarily including a psychologist. The system of moral and psychological assistance is deficient both in terms of staffing and the quality of service provision. It has been proven that attention should be paid to financing the healthcare sector of Ukraine in the context of comprehensive rehabilitation of military personnel in general and the military department in particular. The current healthcare legislation in Ukraine does not contain any changes regarding the procedure for financing military healthcare, and the healthcare system of the civilian population of Ukraine does not include a set of services that would provide rehabilitation services for military personnel participating in hostilities. This causes a significant shortage of providers of comprehensive rehabilitation services, an uneven distribution of funds, which hinders the use of civilian resources and capacities of physical therapy and sports in the interests of military healthcare. The complexity of administering the military healthcare system is associated with the complexity of the management process: management is carried out within the framework of several organizational systems that affect the management of multifunctional facilities, these facilities are also characterized by a complex set of rules. The military health system can be considered as a complex of interconnected bodies that carry out military management, services that provide comprehensive support to troops, organizations and resources that are involved in strengthening physical and mental health, preventing diseases, eliminating sources of danger to the physical and mental health of military personnel. A theoretical method is proposed for the approach to planning measures that would allow creating a comprehensive rehabilitation system within the health-saving space of Ukraine in conditions of limited financial resources. We consider the optimization of planning methods to be effective as a way to implement the mission of creating a space of rehabilitation services for military personnel of the Armed Forces of Ukraine in today's difficult conditions. The main goal of efficiency in project management is the intention to reduce costs, as well as to ensure a higher result and reduce the duration of the project. The scientific and practical significance of the results obtained lies in the expansion and addition of modern knowledge, theoretical approaches to substantiating policies on ensuring the security of Ukraine in the context of improving state policy in the field of health care. Theoretical arguments, conclusions and proposals can be used in the practical activities of civil servants and officials in order to increase the effectiveness of their policy on the formation of a single healthcare space of Ukraine.
