Thesis reveals factors, which caused school education reform in Norway emerge in the end of the XX century; gives general characteristic of the school education in Norway in 80-90-th years; shows problems and contradictions, which arose during the process of carrying out educational reform in 1994. The theoretic-methodological principles of construction of the modern educational plans and programs are considered; the conceptual approaches, incorporated in the basis of development of norwegian school formation are analysed
