Kordyanin Y. The control of airworthiness certification of aircraft in operation

Object of research is the process of airworthiness certification of register park of aircraft, which is considered as a component of a airworthiness maintenance system at a state level. In the dissertation the results of research and simulating model of this process are submitted. The model is based on the event-time approach to the analysis to its course as object of regulation. The researches are directed on maintain of the control effectiveness of operators fulfilment to the requirements of air rules on airworthiness maintenance of aircraft register park on the basis of introduction adequate up to the existing operation conditions of aircraft, measures on control of airworthiness certification of them. The results of research have allowed to establish expediency of introduction in air rules of additional managing effect, the temporary prolongation of validity of the airworthiness certificate (AC) in conditions of irregularity of a flow of the applications on the AC and to develop a procedure of itsd etermination. The technique of determination of the rational quantity of airworthiness inspectors is developed. It is directed on maintenance of sufficient number of the inspectors, which is necessary for effective realization of airworthiness certification of register park aircraft in conditions of irregularity of a flow of the applications on AC and at presence of temporary prolongation of AC validity, as additional managing effect for operative regulation of loading of the airworthiness inspectors.
