The dissertation is devoted to revealing and scientific confirming the social and pedagogical conditions for the improvement of training the state administration managing stuff in the field of culture and arts, elaborating and experimental examining the conseptual model for the above mentioned category of specialists training. Hereby the fundamental status of scientific management and possibility of it introduction into the field of culture and arts have been studied; the substance and specifics, goals and tasks of the existing training system of state administration managing stuff in the field have been defined as actual trends for the policy of state managing stuff training. The pedagogical pre-conditions for creating the social and pedagogical training model have been experimentally proved and theoretically substantiated. The system is to train the managing stuff for state administrative bodies in the field of culture and arts. It has allowed to distinguish two aspects of this process more definit ely: · professional and qualification development, which is related with retraining improvement of professional skill, acquiring new knowledge, facilities, skill; · professional and carrier dynamic is connected with rational selection and appointment of stuff taking into consideration skill, abilities and capacities of each employee. The scientific novelty of the research is in the following findings: for the first time · the system of improving the state administration managing stuff in the field of culture and arts training has been worked out and scientifically substantiated; · the improved model of the continuous training for the managing stuff in the field of culture and arts has been theoretically worked out; · the social and pedagogical conditions for improving the managing stuff of the social and cultural sphere training have been discovered and experimentally tested; · the studying discipline " Management in organization" aiming at improving the professional skills of the modern managers in the fie ld of culture and arts has been worked out and practically tested. The practical application of the research is in working out and practical approbating: · innovative pedagogical technologies for improving professional skills of the state managing stuff in the social and cultural sphere; · studying discipline "Management in organization" which has been put into the system of improving the professional skills of culture and arts employees by Donetzk Regional State Administration; · scientific and methodical recommendations, information and technological materials concerning the improvement of personnel management in the above mentioned field administration. In the summary of the research a range of proof regularities is established: · permanent and compulsory character of managing stuff training by altering the existing educational paradigm in connection with professional development of personnel planning and implementation of carier, leader's motivation; · the obligatory character of purposefullness in trai ning and increase in managing stuff professional skill taking into consideration the margins of this system, its flexibility and effective compination of all kinds and forms of training. · organizing the training process on basis of introduction of the scientific - research analizyng results into modern practice of state goverming in culture and art field which creates the pre-conditions for developing in managing stuff of the new type of mentality, mastering and deepening into management, finances, economy, professional, knowledge personal responsibility at work; · introduction of the course "Management in organization" provides the forming and improving the professional skill of managing stuff overcrossing the distance between the managing competence and practical activity in culture and arts field. There has been made the research, analysis and summary of results which gave the possibility to make the conclusion about the necessety of changing the educational paradigm providing the state system managing stuff in the branch innovative training that reqires the complex approach for arranging and managing the social and pedagogical system. The author has created the model of the social and pedagogical training system for the above mentioned category of specialists under conditions of social and economical transformations within the society.
