Essay

The dissertation is devoted to the problem of development of managerial competence of heads of general secondary education institutions in the system of postgraduate education. The author analyzes scientific approaches, views and principles on the essence of the basic concepts of research. The own interpretation of the definition of "managerial competence of the head of a general secondary education institution" as an integrated professional and personal characteristics, which is determined by the willingness and ability of the head of the institution to professionally perform management functions in accordance with accepted norms and standards. The organizational and pedagogical conditions and technologies of development of managerial competence of the heads of ZSSO in the system of postgraduate education are characterized. In the course of the research the organizational and pedagogical conditions of realization of the model of development of managerial competence of ZSSO leaders in the system of postgraduate education are formulated as circumstances due to which transformations are forecasted for approval of positive image of general secondary education institution. The dissertation specifies the definition of the essence, content, structure of managerial competence of the heads of general secondary education institutions, taking into account the latest trends in the theory and practice of management. Also in the dissertation the analysis of actual problems of administrative activity is carried out; determination of the content, forms and methods of professional self-improvement of heads of general secondary education institutions; development and design of a model for the development of managerial competence of the head of an educational institution in the conditions of change. An analysis of methodological approaches to the assessment of managerial competence, which showed the absence of a generally accepted list of components of the outlined concept. This led to the definition of the structure of managerial competence, which is a combination of characteristics and indicators of managerial competence by functional and personal components. The theoretical basis of the dissertation are scientific works and methodological developments of domestic and foreign authors on the problems of development of managerial competence and professional potential of heads of general secondary education institutions. The methodological basis of the study is a set of methods of scientific knowledge, methods, principles of scientific research. The need to form theoretical foundations and practical tools for the development of managerial competence of heads of general secondary education in terms of management professionalism based on the application of new concepts and paradigms, development and implementation of methods for diagnosing managerial competence of heads of educational institutions, tasks, logic, directions of research and structure of dissertation work. Based on the above, as well as the analysis of managerial competence of heads of general secondary education, it is determined that the components of managerial competence of managers are unevenly developed, each of them has special reserves of development of both functional and personal components of managerial competence. In this regard, it was concluded that it is necessary to further improve approaches to determining 20 the factors of development of managerial competence of the leaders of general secondary education institutions.
