Binyts'ka O. The improvement of the planning and financing system of training pedagogical specialists

The object of investigation: the process of organizational and financial support of pedagogical specialists training. The aim of the investigation is scientific grounding and development of the concepts and models of planning, organizing and financing the staged training system of pedagogical specialists of the primary stage of education in modern conditions using the higher pedagogical educational establishments of different accrediting levels and sources of financing in the realization of these tasks. The methods of investigation: historical logical investigation of the development tendencies of pedagogical specialists training system, problematic integral analysis of different concepts and approaches to the organization of education planning and financing, methods of observation, questioning, testing, methods of expert estimation and statistic grouping etc. Theoretical and practical results: economically effective system of organizing the pedagogical specialists of the primary stage of education training is proposed for implementation into the work of regional bodies of administration of education and higher pedagogical educational establishments. A degree of implementation: on the basis of the developed and scientifically grounded organizational and financing system of realization of pedagogical specialists staged training by the Act of the Cabinet of Ministers of Ukraine in 2000 the first four-staged higher educational pedagogical establishment of regional financing was opened in Ukraine - Khmelnytsky humanitarian pedagogical institute, which has released pedagogical specialists of three educational qualification levels. The ways of solving a long-term problem, existing in Ukraine and its regions, concerning organizational and financial economic support of effective ways of increasing the educational and qualification level of pedagogical specialists for the primary stage of education are determined. The results of the dissertation research are used in the process of work in Khmelnytsky regional long-term programme "Pedagogical specialists". Theoretical, methodological and methodical works of the dissertation are used in the practical work of Khmelnytsky regional institute of post-graduate pedagogical education, Kamenets-Podilsky state pedagogical University, Kremenets regional municipal pedagogical college after T.H.Shevchenko and other higher educational pedagogical establishments of the Western region of Ukraine.
