Teryukhanova I. Social and economic aspects of professional education of nonemployed people

The subject of research: multifunction system of professional education of unemployed people. The purpose of research: elaboration of means to improve system of professional education of unemployed people; substantiating of methodical approaches to social and economic effect of mentioned system. Research techniques: the dissertation was based on results of researches native and foreign scientists of problems of professional education. The research was based on legislation documents, systematic materials, and recommendations of International Labour Office, state statistic reports. The following methods were used in the dissertation: analytical, grouping, generalization, expert and comparative analysis.Theoretical and practical results: "the professional education of unemployed people" definition was interpreted more precisely; due to complex approach the role of system of professional education of unemployed people in social-economic policy, in formation of competition of unemployed people in labor market were described. The correlation between the system of professional education of unemployed people and the market of educational services was defined. Also there are trends of improvements of that system offered. There are ways that were suggested to improve professional education in directions of undertaking and self-employing according to impel the unemployed to open their own business. The methodical recommendations for defining social and economical effect of professional education of unemployed people were worked out. Organizational legislative and financial imdertaking to improve state regulation of that system were offered.
