Lepa V. Social risk control (on an example of Donetsk region)

Object of research – socio economic relations concerning control of social risk at region level. Research purpose – elaboration of fundamental theory of control of social risk in region and scientific - methodical guidelines on its perfecting. Methods of research: general science methods of knowledge, systems analysis, hierarchies analysis, probability theory and mathematical statistics, potential measurement, other numerical and analytical methods. Theoretical and practical results: the scientific - methodical rules and practical guidelines on control of social risk in region are developed on the basis of its diversification with allowance of the costs cover sources, is differentiated on a living level of the population. Novelty: the approaches to treatment of nature of concept «social risk» are advanced and classified. For the first time method of a quantitative evaluation of social risk level on the basis of calculation of integral influence of its factors with allowance for of specific gravity of each of the factors with application of a method of hierarchies analysis and multidimensional mean is developed. The method of modeling of social mobility of the population of region realized on the basis of the theory of Markov processes, as method of forecasting of social development of region is advanced. For the first time the method of a quantitative evaluation of social risk by the way of definitions of its consequences on the basis of the theory of a living potential is developed. The concept of social risk control on the basis of diversification with allowance of the costs cover sources, is differentiated on a living level of the population is developed. The gear of allocation of budget resources of region on the basis of forecasting of a social risk level on administrative - territorial units is advanced. Field of use: in government bodies of state, regional, local control.
