The object is the activity of the public servants in Ukraine in the conditions of the public service system reform; the objective is to analyze the theoretical background of the public servants work culture and to find out The organizational backgrounds of its functioning and development in the context of the administrative reform in Ukraine; The methods are modeling, induction, deduction, description, comparison, and generalization; The newness is that for the first time it has been scientifically justified that public servants work culture is a factor of the national political system; the model of the creative approach forming to the work among public servants has been developed, it includes four stages: problem cognition, informational search, variant selection, problem solving; The results are the following - the approaches to the development of the public servants work culture potential have been improved; such component as the work culture of the public servants has found its further developmentin the manager's role in the organization culture development in the system of public service.
