Object of research - process of management of the personnel at the small and average enterprises. The mark of research - consists in a theoretical substantiation of process management of the personnel at the small and average enterprises and development of the methodical recommendations concerning its realization. A method: the decision of the tasks, put in research, was carried out with application system of the approaches, functional - target, abstract - logic and functional - cost methods, expert method. The theoretical result - received results of research consists in theoretical research and development of the methodical recommendations concerning improvement of management of the personnel at the small and average enterprises. Scientific novelty: for the first time: Is proved and the methodical toolkit of formation of a control system of the personnel on the small and average enterprises, motivations and stimulation of job is offered, which use permits to raise productivity of activity of the separate worker of the small and average enterprises as a whole; the factors, which influence formation of system management of the personnel the small and average enterprises on the basis of definition of directions and character of their influence, which the management of the personnel at the small and average enterprises assists to more effective realization of the analysis of a line condition; specified: the essence of social - psychological features of the personnel the small and average enterprises, that lay on generalization of theoretical rules also permits to open the basic role of the personnel concerning the enterprise; the contents to understand: The personnel, management of the personnel and control system of the personnel in view of specificity of small and average business, which enables to concretize technology of development and organization of system management of the personnel on the small and average enterprises; have received the further development: the methodical recommendations concerningan estimation of quality functioning of a control system of the personnel on the small and average enterprises, functioning, based on hierarchical model, of system management of the personnel with use of methods expert, which will assist definition of reserves of system management of the personnel and adaptation of its available condition to concrete object of influence. . Sphere of application - the methodical recommendations, developed in the dissertation, concerning process of management of the personnel on the small and average enterprises permit to raise its quality. On the basis of the research, developed in gait, of toolkit on a number of the enterprises the generated control system of the personnel developed system of motivation and stimulation of job made estimation of quality functioning of a control system of the personnel. It is possible to use the methodical recommendations offered in research, on the small and average enterprises at formation of system management of the personnel and estimationof quality of its functioning.
