Research object is the decision process of domestic industrial enterprises’ personnel potential. Research aim is the theoretical ground and the subsequent development of scientific-methodical recommendations in relation to conducting of the personnel restructuring and diagnostics of personnel potential of industrial enterprise. Research methods are logical generalization, statistical grouping, questionnaire design, expert judgments, ranging, mathematical logic device, Gauss’ the least quadratic deviates for estimation of the approximating approaching of continuous functions. Theoretical result is improvement of theoretical bases of personnel policy and restructuring of industrial enterprises. Practical result is introduction the procedure of personnel potential’s diagnosing, the methodical recommendations in relation to conducting of the personnel restructuring and estimation of personnel reformations in enterprises’ activity. Results, novelty: the classification of personnel restructuring which takesinto account the aims of the personnel restructuring and bases on combination of it as a process, as component part of the complex restructuring of crisis enterprise and as restructuring of workers’ consciousness is first offered; the methodical recommendations in relation to conducting of the personnel restructuring of enterprise, the scheme of its realization, which is based on the account of all aspects of personnel reformations are improved; the methodical approach to estimation of the results of enterprise activity taking into account the personnel potential on the base of parametrical model, which units three subsystems of the enterprise (economic, technical and social) is first offered; notion «personnel restructuring» is improved, it contains the transforming measures complex, processes, methods serving for the increase of enterprise competitiveness and touching such aspects of enterprise activity as personnel service, manpower policy, organizational structure of management, personnel potential, service of teaching and development of personnel, and also maintenance of notion «personnel potential of enterprise» is complemented by such descriptions as a level of development of physical, human, cultural and social capitals; the methodical recommendations and a model of estimating professional and personal features of a candidate for leading position are got further development; this model is based on the expert & matrix method in combination with integral index as a convenient mathematical device for making a decision about accordance of candidate to this position.
