Research object is the process of providing of branches of economy by manpower. Research aim is the generalization and development of theoretical bases and also development of methodical recommendations of manpower quality regulation in the conditions of forming and development of market relations. Research methods are logical generalization, analysis and synthesis, statistical analysis, systems approach, balance method, methods of mathematical statistics, matrix methods. Theoretical result is improvement of theoretical bases of manpower quality regulation. Practical result is development of concrete methodical approaches which allow to adjust in accordance volumes of preparation of labour force in a professionally-qualifying cut to the necessities of labour-market. Results, novelty: the recommendations of choice the measures for establishment of accordance of demand and supply of labour force of certain quality, which are based on the reproduction phases and drawing into the progress trends of labour market are first offered; the methodical approach to the analysis of specialists distribution in branches of economy which based on the estimation of differentiation of their structure is improved; the concept "quality of manpower" , its components are skills, psychophysiological and psychologically-social characteristics; directions of analysis of manpower quality, which are based on the reproduction phases with the use of principles of systems approach; the methodical approach to conducting of statement analysis of preparation of labour force that leans on possibility of evaluation of efficiency of functioning of the system of education are got further development.
