Goldfarb A. Formation and preservation of labour of industrial enterprises

Processes of formation and preservation of labour potential of the enterprise are the object of research. The purpose of research is the theoretical substantiation and development of methodical maintenance of processes of formation and preservation of labour potential of the industrial enterprises. During preparation of dissertational work such methods of scientific research were used: deductive logic; the horizontal, vertical and comparative analysis; economic-mathematical modelling; graphic. For the first time the mechanism of formation of labour potential of the industrial enterprise which basis is optimization of number of the personnel by criterion of maintenance of completeness of performance of functional duties that allows size of expenses for stimulation of labour activity of workers has been developed is proved to define(determine). For the first time the methodical approach on preservation of labour potential of the industrial enterprise is developed on the basis of definition of sufficientsize of fund of material encouragement of employees which is based on calculation of the multifactorial model which are taking into account influence of a complex economic and social factors for the sum of means, directed on payment т ore. Practical use of the given methodical approach will allow to raise(increase) interest of the personnel as a result of the work. The concept « labour potential of the enterprise » is advanced on the basis of the account of potential opportunities of the personnel. Set of the factors influencing formation and preservation of labour potential of the enterprise, classified is advanced on the basis of an accessory(a belonging) to the external and internal environment, for a substantiation of definition and the further account of their influence on use of potential opportunities of the personnel. The system of parameters of use of labour potential of the industrial enterprise, basing on qualitative and quantitative personal labour characteristics of employees has received the further development; its(her) practical use will provide increase of objectivity of an estimation of labour potential of the enterprise. Have received the further development methodical recommendations according to labour potential of the industrial enterprise, basing on calculation integrated and private(individual) parameters by means of the criteria of an estimation received in the expert way that allows to define(determine) an actual level of labour potential of the enterprise for acceptance of the proved administrative decisions directed on formation and preservation of labour potential of the enterprises of the industry. Practical use of the received results will allow the industrial enterprises to make scientifically proved administrative decisions directed on an effective utilization of labour potential of each employee, and also to form necessary labour potential of the enterprise and to keep it(him). Methodical development of research can be used for an estimation of an actual level of labour potentialof the industrial enterprise; formations of necessary personnel structure of the enterprise; maintenance of favorable conditions of use of labour potential of each employee with the help of material encouragement which size takes into account the personal contribution to achievement of an object in view that will salutarily affect preservation of labour potential. The basic results of scientific research have been introduced at the following enterprises: Joint-stock company «Garment factory named by Tinjakov» (the inquiry № 18 from 25.01.05); Open Society « Kharkov machine-building factory «Svet shakhtera» (the inquiry № 658 from 11.03.05); Closed joint-stock company «The Kharkov fatty-producing plant» (the inquiry № 23/08-К from 28.01.05).
