Subject of inquiry - control flow of the enterprise personnel. Investigation objective is theoretical justification and development of technical approach to personnel control taking into account personnel policy adapting and evolution strategy under up-to-date economical term. Methods of testing: theoretic and methodological base of investigation carrying out is economical theory positions, scientific investigations of domestic and foreign erudite and labor field, personnel management, sociology, industrial management technicians. The methodological base of investigation is scientific founded explanation of economic procedures and phenomenon's, dialectical, logical and system concepts to examination. During investigation, it were used standard examination and synthesis procedures, theoretical extension and matching, static and graphic examination and blocking. Theoretical result- theoretical developments provide neutrality and versatility for the further investigations on the enterprise personnel use.The practical result is the use of these results by the enterprise for good in workmanlike manner providing the control flow of personnel by the way of forming perfect personnel policy and proper evolution strategy. Scientific novelty - it is new theoretical founded cooperation of the enterprise organization which is interpreted as used control philosophy and ideology, suppositions, orientation on essential values, confidence, waiting and norms which are the base of relationship and cooperation as in the enterprise such and out of it using personnel evolution priorities which include training, refresher training, retraining and service progression of personnel; it is upgraded technical approach to estimation such factors influence: professional and performance rating, motivation management system, personnel control level, which provides opportunity to choose more effective option to generate personnel policy, which quality may be high, medium and bad. It is gained ground: creation mechanism of the enterprisedevelopment strategy which is based on internal and external factors estimation; personnel mentality increase alternative foundation for providing its efficiency, methodical recommendations concerning to personnel motivation complex program form at the expense of social, economical, psychological and organizational components and these components influence on personnel policy, which is met the enterprise development strategy, distinction determination; it is improved the entity determination and concept content "personnel management" as function which is implemented in the personnel policy section taking into account the enterprise social economical and organizational policy and it meets development strategy and so "personnel policy" concept as action or inaction concerning to personnel according to the enterprise strategic purposes of development. Scope - the Ukrainian industrial enterprises and institute educational programs.
