Object of research is the process of formation of the re-gional markets work in conditions of socio-economic trans-formations in Ukraine. A subject of research is the theoreti-cal, methodical and applied toolkit concerning regulation of the market work. The theoretical and methodological basis of the researches, carried out in the dissertation, is the sci-entific concepts and theoretical development conducting domestic and foreign scientific, on definition of the markets work and employment of the population, and also the legis-lative and normative documents of the President of Ukraine, Ministers of Ukraine on economic questions. Methodical basis of researches are the philosophical princi-ples of knowledge, logic and system approaches to consid-eration of processes and phenomena in economy. During research are applied special methods: the supervision, measurement, generalization, formalization, analysis, de-ductive method, graphic method, method of expert estima-tions, method of regress, method clasterof the analysis etc. Information base of research is official statistical materials. For the first time is determined, is complemented, the prin-ciples of the concept of marketing in sphere of employment are systematized which is based on activity directed on sat-isfaction of needs in the staff, support of mutually advanta-geous exchanges between the owner of a labour both em-ployer and optimization of an occupation level. Technique of a choice of the priority regional markets of work for the first time is proved which as against existing permits to carry out their grouping to homogeneous classes and to define the appropriate priorities of separate regions in the market of work. A technique of definition of dependence an occupation level the population of regions from such influ-ential parameters as a level of wages for the first time is offered; the number of the workers, which realization as-sists creation of the certain conditions for employment of the population. Is advanced theoretic a substantiation ofdefinition of concept of the market of work, which differs from existing definitions by an opportunity of association of economic and social aspects of interaction of subjects. The methodical approach concerning the proved definition of directions of state regulation of the market of work ad-vanced, which intrinsic basis makes and organizational maintenance of activization of a supply and demand till use of effective investment politics, methods of regulation of the relations the property and social politics. Is advanced the theoretically proved and offered system of parameters estimation of a condition and efficiency of development regional markets of work, which creates the bases for the analysis and forecasting target of the population in sphere of employment. The technique of an estimation a condition of employment the population in the certain region is ad-vanced which is used for construction of an integrated pa-rameter at a regional level with application the offered local parameters and is directed onrealization of the control em-ployment of the population, definition of directions of its increase. Has got the further development of definition of processes of formation the external market at the expense of fluidity of the staff, which allows to establish the basic rea-sons of a critical situation in the market of work in Ukraine, which consist of restriction the offer of workplaces, free rotation of the unemployeds and duration of unemploy-ment. The practical importance of the received results con-sists that the offered scientific - practical recommendations and results of researches can be used in practice of work of state services of employment. Their application creates conditions for effective and rational use of a manpower of the certain regions. The basic rules of the dissertation, which carry applied character, have found practical applica-tion at the state enterprise "Elektrotyagmash" (act of intro-duction 2-64 from 20.02.2005), at the Kharkov regional centre of employment (act of HOCZ 01-603 from08. 02. 2005), factory of "YUZHCABEL" (act of 1/19 from 15.02.2005).
