Kolesnikov B. Reforming the staff services of the state authorities and local self-government bodies in Ukraine

The object is the public relations that are created in the process of the personnel services of the state authorities and local self-government; the goal is to work out scientific and conceptual means of the personnel service reforming in the state authorities and local self-government in Ukraine, scientific decision of practical tasks of the transition from document keeping model of their work to functionally varied activity concerning personnel management of the civil service and the service in the local self-government bodies; the methods are the analysis of home and foreign literature, systematic and hypothesis and deductive analysis, empiric method; the novelty is that at the first time the wide and narrow explanation of the nation "the personnel service of the state authority" is distinguished; typology of the personnel services is developed, business model of authoring personnel service is adopted; the results of the investigation can be applied in the process of the state authorities and localself-government and in their practical activity; the area is the civil service.
