Essay

Object of research are the processes of formation of labour potential the subject of managing. A subject of research are the theoretico-methodical and scientific - practical recommendations on estimate of potential opportunities of the workers, which make labour potential of the subject of managing and approaches on its formation. A theoretical and methodological basis of the researches, carried out in the dissertation, are the scientific concepts and theoretical development conducting domestic and foreign scientific concerning problems оценивания, formation of labour potential of the subjects of managing, and also the legislative and normative documents of the President of Ukraine, the Ministers of Ukraine on economic questions. Methodical basis of researches are the philosophical principles of knowledge, logic and system approaches concerning consideration of processes and phenomena in economy. During preparation research of work such methods of scientific research are used: deductive logic, formation making of an integrated parameter of labour potential the subject of managing and factors which influence the size of material encouragement the workers; a structural - hierarchical method; a method of regress, graphic method etc. Information base of research are the official statistical materials. The methodical approach concerning formation of labour potential of the subject managing for the first time is developed, which basis are the substantiations of number of the personnel by criterion of maintenance completeness of performance of functional duties, concerning which it is possible to define the size of expenses on stimulation of labour activity the workers. A technique of account of labour potential the subject of managing with the help of a structural - hierarchical method of formation an integrated parameter of labour potential of the subject managing for the first time is offered which will increase interest of the personnel in its results. Labour potential of the subject of managing " is advanced concepts " on the basis of use of scientific development concerning definition of concept " labour potential " in view of potential opportunities of the personnel. The system of parameters is advanced which enter into making estimations of labour potential of the subject managing, which creates the bases for the analysis and forecasting motivation processes of the personnel in subject of managing. The methodical approach concerning maintenance of increase quality of labour potential of the subject managing is advanced. The technique of account an integrated parameter of labour potential the subject managing for an estimation of a condition of labour potential and definition of a degree of influence of labour potential on increase or decrease of cumulative potential of the subject of managing, influence of labour potential on investment appeal the subject of managing, and also size of expenses on its re-structuring is advanced. Has received the further development a theoretical substantiation and development of the methodical recommendations concerning definition of labour potential of the subject of managing as generalizing system characteristic. Has received the further development of definition of structure and sequence of the methodical approach of formation and forecasting of requirement in the staff of the subject of managing, which is based on modeling of the scripts of consequences of development of the methodical approach of formation and forecasting of requirement of labour potential. The practical importance of the received results consists that their use will solve to the industrial subjects of managing to accept the scientifically proved administrative decisions, which are directed on an effective utilization of potential of each worker, and also to form necessary labour potential of the subject managing. The basic rules research of work which carry applied character, have found practical application in activity of such industrial enterprises: "TURBOATOM" (act of № 1-40/23-38 from 01.07.05), "Volchanskiy oilextraction factory " (act of № 1115 from 04.08.05), "Volchanskiy unit factory " (act of № 850/43 from 04.08.05).
