Essay

The object is the human factor of the public administration. The objective is the disclosion of the essence and scientific and theoretical justification of the organizational basis of accounting moral and psychological potential of civil servants as an important factor of public administration on the contemporary stage of development of Ukraine, ensuring effectiveness of human resources using. The methods are analysis and synthesis, induction and deduction, abstraction, idealisation, descention from abstract to specific, comparative analysis, historical analysis, structural-genetical analysis and synthesis, functional analysis. The newness is that in the dissertation it has been proposed a model of correlation of managerial potential and its moral and psychological components, which gave a possibility to formulate basis confirmations for evaluation of moral and psychological status of the agent of managment as a gague of effectiveness of managerial tasks fulfilling . The results are that it has been formed the methodological basis for the evaluation of moral and psychological status of civil servants, its influence on the effectiveness of administration functions performing and definition of those moral and psychological qualities, which are necessary for executive agency officials to performe effective their functions; more precisely are defined the moral and psychological potential of civil servants and the maintenance of staff monitoring of the effectiveness of managerial tasks fulfilling of the officials' executive bodies.
