The object of research is learning and cognitive activity as the process of personality development in the wide social and cultural context. The aim of research is the socially-philosophical ground and development of the mechanisms of regulation of learning and cognitive activity in innovative education system. The methods of research: system, historical, synergetical, social and cultural. Basic results. The author offers her definition for the phenomenon of regulation of students learning and cognitive activity. The value basis of regulation of learning and cognitive activity of students is proved. The mechanism components of regulation of learning and cognitive activity in innovative educational model are demonstrated. The principles of regulation of learning-cognitive activity of students are offered.
