In a thesis is scientifically justified and aprobated model of formation of readiness of the chiefs to a program-goals management as factor, which one creates indispensable conditions for an intrusion of technologies of a program-goals management in practical activity out of classes educational institutions.In research of the basis of integrative and differences of approaches to development of a system of scientific knowledge the new and supplemented existing fundamentalses and rules program-goals management of development of the open social system are entered; the frame of professional readiness of the chiefs to implementations of specific functions of a program-goals management is determined, the contents educational special course for a system postgraduated pedagogical formation on problems of a program-goals management is designed.The effective formation of readiness of the chiefs to a program-goals management of development out of classes an educational institution possible is demonstrated, that under conditions of the conforming target pithy, technological and pedagogical maintenance of educational process from improvement of professional skill of the chiefs in a system postgraduated of the pedagogical formation.
