Pogivilova O. Development of systems of preparation of top scientific and scientific-pedagogical staff in the European region and Ukraine (1990-2005).

Dissertational research is devoted to studying of theoretical and applied questions of the organization and maintenance of effective and qualitative preparation of the scientific and scientific-pedagogical staff in the leading states of Europe and Ukraine in conditions of intensification Bologna and other integration European processes. Consequences of development of democratic bases of the organization of society for education, movements from elite higher education to the general, transformations of a scientific-educational complex to the main locomotive of social and economic progress are revealed. The central question of the dissertation - the analysis of a condition and tendencies of changes of postgraduate study and doctoral studies in EU, in the Great Britain, Germany, Italy and France, and also in Russia and Ukraine. The group of main innovations is revealed, causes and effects of occurrence so-called „professional doctorat" - award of a scientific degree after performance of the important project without creation of works of the fundamental - theoretical plan are stressed. It is analysed achievements of the European countries, successes and failures of Russia in attempt of "liberalization" of work of postgraduate and doctoral studies. The special attention is inverted on a condition and tendencies of development of postgraduate study and doctoral studies in Ukraine, ways of their approach to the European standards are specified.
