Zakharchenko V. Administrative and legal aspects of the public service system reforming in Ukraine

The object of the given investigation is public service. The goal of the investigation is the scientific and theoretical grounds of administrative and legal principles of the public service reforming in the system of public administration. The methods of the investigation are a complex approach, general scientific and special methods (formal and legal, analytical, comparative and legal, statistics), historic and legal, systematic, structural and functional, retrospective and comparative methods of analysis. The scientific novelty: this is one of the first attempts to analyze logics of common correlation of the public service institute development processes and public administration system reforming. At the first time fundamental principles of the public service institute development under the conditions of public administration system reforming are proved; administrative and legal basis of the public service functioning in Ukraine as a determined factor in the process of a democratic, legal and socialstate development is explained. The further development is given to the theoretical and methodological approaches to the notion of "public service", "public service institute" and to the classification of its types; directions of improvement of the national legislation on public service taking into account the world's experience.
