Activity of local authority organs on population socio-economic services guaranteeing. Development of theoretical and scientifically-methodical regulations and complex construction of economic-mathematical planning and management models by activity of local authority organs on rendering of services to population. Methods: system approach, economic-mathematical modelling, mathematical statistics, mathematical programming, selective supervision method. It was conducted an analysis of existing problems concerning needs satisfaction of respective territories population, and evaluated the key questions, which solving will allow to improve management system on places. It was developed a planning method of rendering of services to population in conditions of limited financial resources for utility maximization criterion from allotted services consumption.
