Robak O. Financial flow effective management system modelling for Ministry of Education and Science of Ukraine

Object of research: processes of management by the financial streams of Department of education and science of Ukraine. Purpose of research: development of models of mechanisms of management by the finan-cial streams of Department of education and science of Ukraine, effective strategic decisions providing accep-tance and development of operative influences on the financial state of educational establishments due to the increase of transparency of cash's and objectivity of decision-making administrative flow. Methods of re-search: systems analysis, management, economic and mathematical modeling, information's technologies sys-tems approach. Results: conception of effective man-agement by the informative and financial streams of Department of education and science of Ukraine is de-veloped; the economic and mathematical models of mechanism of distributing of monies facilities of gen-eral fund of the State budget of Ukraine are developed; the universal multilevel system of budgeting of indus-try of education and science of Ukraine is created; the economic and mathematical models of distributing of current receipts are developed between the recipients of monies facilities of general fund of the State budget of Ukraine; the mechanism of the favorable crediting of formation of scanty means layers of population is cre-ated; the structure of the information and analytical system of monitoring of economic indicators of indus-try of education and science is developed. Novelty: economic and mathematical model of mechanism of the strategic planning of distributing of monies facilities of the State budget of Ukraine; economic and mathemati-cal model of multilevel budgeting of industry of educa-tion and science of Ukraine; economic and mathemati-cal model of the operative distributing of receipts of general fund of the State budget between recipients; mechanism of the favorable crediting of teaching of scanty means layers of population; structure of the in-formation and computational system of support of deci-sion-making in the control system by the financial means of Department of education and science of Ukraine.
