Khoroshun V. Design of processes of the budgetary planning in the management of a regional economy

Dissertational work is devoted to complex research of processes of budgetary planning. A new conception of design of processes of the budgetary planning is developed in the management of a regional economy in dissertation work. It is based on principles of system analysis, methods of management of the difficult socio-economic systems and mechanism of synthesis of models of the budgetary planning, that allows to form effective strategy of management by a regional economy with the purpose of increase of welfare of population. Within the framework of the offered conception the complex of associate economic mathematical models of the budgetary planning is developed for the decision of tasks of management of the economy of region, in particular model of determination of tax potential of region for balance of the tax loading, model of internal budgetary relations for establishment of grounded volume of transfer payments of budgets of different levels, models of planning of profitable and expense parts of local budgets for the balanced budget forming. Methodical approaches are offered to determination of optimum level of taxation of subjects of manage. The informational analytic system of support of acceptance of decisions in the tasks of the budgetary planning, which provides the choice of effective budgetary tool of increasing of efficiency of management of a regional economy, is developed.
