In this research for the first time: was found out the state of scientific objective development on the basis of complex research and systematization of basic scientific and pedagogical works and determined the directions of further research; the basic stages of Chernihiv province Zemstvas' educational activity were determined; new material in education history of Ukraine was introduced into the science; the terms of Zemvstva's educational activity establishing were specified; the contribution of the most notable Zemstva's figures of Chernihiv region in the development of national education; conceptual positions concerning determination of studies and education content in Zemstva's educational establishments were further developed; experience of the educational activity of Chernihiv province Zemstva was brought up to date.
