Dzyuba S. Management of social projects in turbulent environment

The dissertation paper is devoted on researching of ways of project success achievement basing on effective project management and their environment taking into account its dynamic and turbulent characteristics. The object of dissertation science is project environment, their inter-relation and influence on success of projects and programs (on example of reforming projects of social care area). The scientific newness of the dissertation research consists of development and implementation of environmental turbulent models and managing methods of social projects accounting dynamics of environments and its influence of project realization success. For the 1st time: the conceptual model of project process realization is developed as a flow in a shape defined by content, and the model of environment inter-relation in process of communication with a project under turbulent conditions is formulized. The forecasting method of possible project completion on entropy approach is proposed. Dynamic models of project communication with its environment are developed on the base of system dynamic methodology. The models of organisational structure of social care projects are improved accounting turbulent conditions of environment. Further development: classification of project frames. Methods of research: grounds of systems’ theory, theory of modeling, methods of system analysis, analogy theory, method of experts interviewing, Monte-Carlo method, graph theory, imitation modelling tools, methodology of system dynamics. Developed models and methods are tested in frames of projects of the Ukraine government in reforming of social care area. Implementation of dissertation work results in practice will support to qualitatively and effective management in social projects in conditions of turbulence environment. Range of application – reforming projects of social care system on the state level.
