Thesis describes the methodology-theoretic and applied problems of the motivational providing of effective employment's forming and designing of recommendations for balanced development of motivational mechanism at the regional market of labour. Methodology of effective employment research is deeped with the ground of the proper criterion signs and principles of labour market in the context of socio-economic development after an innovative model with the construction of post-industrial society development. The analysis of development efficiency of the Kirovograd region population employment sphere is carried out; influence of operating motivational mechanism on the forming of the population motivation system to productive employment in the legal sector of economy is appraised, and the "social-psychological portrait" of unemployed persons is formed. Motivational models of the economic active population labour conduct in the sphere of employment is grounded, and variant strategy of motivational mechanism's development of regional market of labour development is designed, on the basis of perspective indicators and directions of area productive forces development's.
