Essay

Object – living conditions of the population of Ukraine; the goal is to carry out a comprehensive assessment of social exclusion in the living conditions of the population of Ukraine in order to choose the best strategy for reforming and modernizing housing policy; methods – scientific analogy, scientific abstraction, analysis, synthesis, system and synergetic approaches, historical-logical, abstract-logical, classification-analytical, statistical, comparison and generalization, micromodeling; novelty – for the first time a method of comprehensive assessment of social exclusion in the living conditions of the population of Ukraine was proposed, which is based on a combination of deprivations according to the intensity of accumulated symptoms and on ranking cumulative deprivations according to the degree of criticality, improved interpretation of the category "social exclusion in housing", proposed an algorithm for selecting priority areas of housing policy, assessed the potential financial capacity of households to overcome social exclusion, simulated the risks of social exclusion in housing in the context of changing household overpopulation due to demographics factors, received further development of proposals for the overcoming of critical and deep social rejection as an extreme manifestation of deprivation in housing conditions on the basis of world best practices; theoretical and practical results – the proposed research methodology is used to assess the scale, intensity and degree of social exclusion in housing conditions for further improvement of housing policy in Ukraine in accordance with the needs of society; the results of the study are implemented in economic practice.
