Essay

The object of the investigation is staff processes in the system of public service. The goal of the investigation is an improvement of the theoretical and methodological base for providing of interprofessional mobility of specialists in the system of public service by the example of officers, transferred to the reserve. Research methods are methods of authentication, extrapolation, comparative analysis and mathematical statistics; system-analytical method, experiment and polling; application of the application programs of SPSS using factor and cross-correlation analysis, scaling, verification, design. Scientific novelty For the first time: the acmiological model of increase of level of interprofessional mobility of specialists (by the example of officers, transferred to the reserve) in the system of public service is offered; criteria, indexes and methods of estimation of its level are defined and substantiated. Approaches to forming and implementing of public staff policy in the field of public administration are improved, in particular, work assignments are determined and suggestions and recommendations on the increase of efficiency of specialists attraction to public service are developed; methods of analysis and estimation of process of employment and career promotion in the bodies of public administration, determinations of vital prospects and morally-valued orientations of officers, transferred to the reserve are improved; substantial filling of the professional programs of training and in-service training of civil servants are upgraded.
