Essay

The object of research are managerial processes by human resources of the project. A research objective are working out of models and trial and error methods and selection of a command of the project as one of factors of achievement of the set purposes of the project. The basic methods of research is: the theory of precedents; the theory of decision-making and mathematical methods estimations for carrying out of an estimation of the personnel and a choice of the optimum applicant for a post in the project; a method of expert estimations for formation of a portrait of the "ideal" employee and an estimation of importance of criteria. Scientific significance of results is defined by that the developed models and methods are a scientifically-methodical basis for creation of a technique of formation of a database of design experience of office of management by organisation projects. They formalize process of formation to a command of the project and allow use of information system. The developed models andmethods consider the experience of the personnel saved up in the course of design activity and allow to use it at formation of a command of the new project. Practical significance consists that application of results of the given work at formation of a command of the project has allowed to raise general efficiency of this process at the expense of more efficient control processes of coordination of human resources of the project and reduction of time necessary on selection and selection of members a command of the project on 10-15 %. The developed models and methods were is used as a basis for construction of procedures of selection and a personnel estimation in automated information system "Staff" which functions within the limits of a program complex "Planning and management of projects of creation of new technics". For the first time the method of formation of a command of the project, based on creation of information base of experience of last workings out which, unlike existing, uses the theory of precedents in the course of decision-making at creation of a command for achievement of the set purposes of the project is developed. The trial and error method of the personnel for participation in projects by storage and use of successful practical experience for search of executors of similar works which allows to generate structure of a command of the project from among workers who have corresponding qualification and experience is improved. Has received the further development quality model by its use for an estimation of quality of the personnel of the project according to criteria of the "ideal" employee that allows to raise quality of the generated command. Further use of the results received in the dissertation is recommended in the research, design and consulting organisations, they can be applied at creation of procedures multifactorial an estimation and a choice of multifactorial alternatives in systems of support of decision-making at the decision of practical problems of designing, management of projects of creation, planning of development, reengineering and management of objects of different function.
