Essay

Scientific-applied task for the human development provision was solved with the assistance of budgetary mechanisms within the scientific research. In particular, con-ceptual framework for human development management by means of budget proved; the technique developed and evaluation of interconnection among human develop-ment indicators and budget system implemented; formula for regional human devel-opment index calculation improved. The use of Program Performance Budgeting, as theory-and-methodology basis for the budgetary mechanisms of human development provision, was proved. Methodology on social and budget policies in a mid-term prospect was developed, as well as the approaches of budgetary interrelations for the human development provision was improved. The analysis of economic theories transformation, conducted by the author, proves that methodological bases for human development provision are formed on the basis of the review of the existing and development of the new forms and methods for country development strategy realization through the determination of the relevant priorities, major impact factors and regulation systematization, as well as formation of the monitoring system and effectiveness evaluation of such strategy implementation. The point of the suggested methodology evaluation for interconnection evalua-tion of the human development state and existing budgetary mechanisms system is in comparison of the consolidated ranks' indicator, in respect to the determined aspect of human development, calculated on the basis of standardization of earlier determined human development indicators, with a rank of the financing indicator per person with respect to regional aspect.
