Object of research - social relations, which consist in the process of reforming the system of professional training of civil servants in Ukraine. The aim of the thesis research is scientific justification directions of reforming the system of professional training of civil servants in Ukraine in the context of the experience of Eastern Europe and the former Soviet Union. Methods: Complex obschenauchnyh (historical, comparative, analysis and synthesis, systematic approach, modeling, comparison and analogy, expert evaluation, etc.) and special techniques. Scientific novelty of the results. first: a comprehensive analysis conducted and summarized the experience of reforming the system of professional education of civil servants in Eastern Europe and former Soviet Union, proved the possibility of its implementation in Ukraine, developed a model ahead of the professional training of civil servants in Ukraine as a system of modern ideas and preferences, values and settings, organizational technological priorities, enabling the Ukrainian and world educational situation; improved: the conceptual foundations of the reform of professional training of civil servants subject to foreign experience, socio-economic situation of the country, aims and objectives of the modernization of the civil service.
