Dissertation is devoted a construction, research and application of complex, economic mathematical models of search of the optimum functioning IS, and also to determination, estimations and to the management of functioning specific IS's risks. Research in-process conception of information service allowed to define a complex economic mathematical case frames IS economic object. Basic teethes of work is fitting for IS as to technical social economic systems, development of IS's classifications, and also development and application of complex of models of estimation of efficiency and management IS's risks. To the complex of models enter economic mathematical model of determination of parameters of service, multigoal multicriterial model of estimation of effective IS's service, game-theoretical model of allocation of resources with the use of functions of profit and charges in the conditions of deficit in relation to financing of IS's functioning enterprises. Also the certain specific IS's risks were identified, offered models of their estimation and methods of management on the basis of conception of service management
