This thesis develops the concept of regional economic development as a system which aspires to the ideal on the basis of complex of models and methods of evaluation of current state, forming structural models of the aims and research of their properties. The realization of the idea enables to conduct a complex analysis and accept reasonable decisions in relation to distribution of budget funds after priorities of development. The model of optimization for the distribution of budget funds was created. It takes into account the general result and the requirement of evenness of development and allows promoting efficiency of investments in the development of the region. The methods of forming of integral index of social and economic level are substantiated; the risk factors involved in shaping the goals of the region management are determined; the quantitative assessment to determine the quality of the structure of goals and justification of conclusions on the current state of the region development are developed
