Dragomirova Y. The forming of the social capital on the state and regional levels

A research object is the process of social capital formation. The aim of the research is the scientific substantiation of the factors and working out of a methodological toolkit of estimation, development of mechanisms of social capital formation at the state and regional levels that promotes acceleration of social and economic transformations and creation of a civil society. Research methods: statistically- economic, correlation and regressive and comparative analysis, the generalization analysis and grouping, mathematical modeling, calculation, polling and data classification and systematization. The practical value of the research results is in giving proposals on the establishing of interaction between authorities, public and other associations through creation of coordination and information service in the structure of district administration. Scientific innovation of the research results are as follows: first time there have been developed scientifically-methodological approaches to measurement of social capital. These methods contain the estimation toolkit to estimate factors, levels of social capitalization of public institutions and social capital as a complex indicator. There has been improved the list of indicators for estimation of influence of socially-demographic and socio-economic factors on formation of social capital; have been found ways of determining socially- demographic and socio-economic indicators of economically developed countries (such indicators can be used as reference); organizational mechanism of social capital formation at a regional level has been developed. The further development has been given to the definition of "social capital"; to the conception of positive impact of integration processes, to encouraging society in forming social capital; directions and mechanisms of social capital formation at the state level have been worked out.
