The object of study-public service Ukrainy.Purpose of the research-scientific justification for the theoretical and methodological foundations of management professionalization of civil service personnel Ukrainy.Metody research:scientific and special techniques- identification, extrapolation, comparative analysis, synthesis of domestic and foreign experience, and the professionalization of civil service personnel, systematic and analytical, functional analysis, morphological modeling, empirical methods (observation, questioning, peer evaluation, statistical and content analysis) Scientific novelty of the research-conducted a comprehensive study of management problems professionalization of civil service personnel of Ukraine, on the basis of which formed the model of this process, which contains the following elements: the reform of vocational education, the improvement of human technology - recruitment, selection, evaluation, certification, rotation, career civil servants, developed and justified model for managing a career civil servant, taking into account factors influencing the passage of public service. Improved conceptual and categorical apparatus for a research topic: the concept of "professionalization of personnel management of public service in Ukraine", "professionalization of public service," "professional improvement of civil servants", "career development of civil servants; approaches to improve the composite controls professionalization of civil service personnel in Ukraine including: professional self-determination, professional selection based on system performance assessment of civil servant, adapted to the profession; development profession acquire professional experience, development of personal abilities and capacity to perform their duties, professional formation and development, continuing and professional education, management of career development public service.
