The thesis work is dedicated to theoretically-methodological problem of the development and conservations of the labor potential of the region in modern economic condition. In work is offered system of the criterion and factors of the study of the labor potential comparatively psychological, educational, public-social and economic component on hierarchical level "family". The offered method economic estimation greatly possible, marketed and unused labor potential of the region by means of expense of the approach, which allows to research the reproductive cycle of the labor potential on phase of the development and use, motivate the reserves of the labor potential, develop the strategic programs social-economic development of the region. Developed approaches to understanding and decision of the problems of the development and conservations of the labor potential in condition financial-economic crisis, as well as motivation quantitative reserve conservations of the labor potential of the region to account immigration action. It is noted that for improvement managerial system by labor potential of the region it is necessary to form the Program of the conservation and developments of the labor potential of the region.
