The thesis is devoted to solving the urgent problems of synthesis of adaptive control of quality educational activities of higher education. Conception of organization of the system of adaptive management of quality educational activities of higher educational institutions based on the basic principles and requirements of international quality standards ISO 9001 and the philosophy of total quality management TQM. The concept was developed complex models to manage the quality of educational activities at all levels of higher education. Practical recommendations on quality management of educational activities of higher education are given.
