Object of research: management processes by the resources of enterprise in the conditions of instability of in-ternal and external environment. Purpose of research: development of complex of economical and mathematical models on the basis of conception of design of project management the resources of enterprise, that provides the increase of economic efficiency of his activity due to synchronization of the use of all types of resources. Methods of research: methods of analysis of the systems, economical and mathematical modeling, specific methods of project management, theory of fuzzy sets. Results: the analysis of management problems is conducted by the resources of enterprises, functioning in the conditions of vagueness and risk; the theoretical and methodological going is investigational near organization of process of project management by resources on enterprises; conception of design of project management the resources of enterprise is improved; the model of optimization of brief-case of orders is improved on products; a three-level case frame is worked out by the resources of industrial enterprise; the model of synchronization with the brief-case of orders of enterprise of purchases of material resources and intraproductive their distribution is worked out; the mechanism of feed-back is offered phase-to-phase management by resources; the structure of the system of support of making decision is improved in a management by the resources of enterprise.
