The object of study- public service of Ukraine.Purpose of the research- theoretical and methodological study ways to improve recruitment into the civil service in Ukraine. Methods of research, scientific and special: critical rationalism, paradigmatic approach, the ascent from the abstract to the concrete, retrospection, system analysis, structural-functional, axiomatic-deductive analysis, comparative approach.Scientific novelty of the research-an algorithm for recruitment into the civil service, based on foreign experience, taking into account Ukrainian historical and cultural tradition, a draft competency profile public servant; improved theoretical foundations of the legal settlement of the issues of recruitment and selection of candidates for public office (existing competition procedures (examination), assessment of candidates for internship positions, enroll and stay in the personnel reserve) were further developed the theoretical and methodological approaches, conceptual and categorical apparatus for studying human processes, especially selection for the civil service elements of competence, competence and professionalism of civil servants as the basis of professional standards of public service in Ukraine, based on the competence approach in its content filling approaches to improve recruitment to posts of public servants; approaches to the development of professional standards of public service; study features the introduction of foreign experience in management of human processes in the public service of Ukraine.
