Bukiashvili V. Improve mechanisms for the implementation of social policies at the local level in the provision of municipal services

The subject of investigation is the state social policy at the local level. The purpose of investigation is the justification of necessity and possibility of improving the mechanisms of realization of the social policy at the local level in the sphere of providing citizens with the housing and communal services. The methods of research are abstract and logical method; economic and statistical methods; grouping; economic mathematical modeling; method of expert evaluations. The practical importance of the obtained results consists in the justification and appraisal of the recommendations. The scientific novelty of the obtained results is that first it have been proved that the social policy at the local level in the sphere of providing citizens with the housing and communal services does not meet new economic affairs and needs the radical change from the existent principles to the principles of priority of human rights and basic freedoms combined with the principle of individual responsibility of the citizen for his material welfare, as well as the principle of solidarity conditioned by interconnection and mutual responsibility of the society and its members, who create the basis for the development of new forms of population organizing in the housing sphere. The system of quantitative and qualitative measures of efficiency of the housing policy at the local level; the approach to the development of ABCA (Apartment building co-owners association) on the basis of small-scale business; the mechanisms of regulatory, organizational and informational support of ABCA development, have been improved. The directions of improving the mechanisms of management in the sphere of housing services; the socio-economic conditions of the formation of ABCA as the mechanisms of realization of the housing policy at the local level in a part of the formation of the outlook of the citizens on the principles of community; the methodical approaches to the formation of the property territory complexes for the development of ABCA as the objects of the management, have been further developed.
