Chikarenko O. Management of development of State Tax Service in Ukraine: Programmatic-purposed Approach

Object researches: processes of development of State Tax Service in Ukraine in the context of europeanizing and democratization of the activity on public services providing in the field of taxation. Purpose of dissertation researches: to prove scientific positions to application of the programmatic purpose approach to management development of State Tax Service in Ukraine and development of scientifically applied facilities of realization of system changes in activity on public services providing by the bodies of tax services. The research methods: analysis of the systems, synthesis, comparison and analogy, grouping, morphological and content-analysis, mathematical formalization, expert evaluation. Scientific novelty: the approach of selection and institualisation processes of management development of State Tax Service in Ukraine on the basis of creation and use of virtual structural educations – areas of strategic development is proved; a computer-integrated conceptual model programmatic purpose management of strategic development of State Tax Service in Ukraine is formed; system bases of forming of harmonizing client-oriented strategic vision of development of State Tax Service in Ukraine are improved with the use of tool morphological and content-analysis; technology of system decomposition of strategic vision on strategic priorities (general purpose options); approach of measuring of progress of strategic development of State Tax Service in Ukraine with the use of technology of the balanced system of indexes is given; further development are given to: principles of reformation of State Tax Service in Ukraine; the methodic-technological model of projects portfolio of realization of priorities of development of State Tax Service in Ukraine construction; institualisation of command work of civil servants in the conditions of programmatic purpose management development of State Tax Service in Ukraine; the concept-category vehicle of subject domain of the research.
