Essay

The thesis is dedicated to the accomplishment of the scientific and technical task to develop models and methods and to design algorithms for making effective investment policy of developing information assets in the construction of modern management systems for the machine engineering plant under the conditions of global economy. On the basis of the models developed, proposed is the technique for making optimum program and budget for the development of information assets with due regard for the balanced financing the design of the application constituent (Software) and conforming to the requirements of the system and technical platform (STP) software. The mathematical model is developed and the subject selection algorithm is designed for developing software maximally influencing the enterprise business process key performance indicators and ensuring high return on investment. In doing so, the rational utilization of software programmer labour resources is achieved. Proposed is the model of interaction and interdependence between business process information systems, process constituent of information assets (STP) and key indicators of the enterprise activity. The complex of functional, logic and optimizing models and information technologies is developed to build the multi-level, end-to-end management system involving volume, calendar and operational production management. Developed is the system of generating plan indicators and monitoring actual attainment of strategic targets for innovation-based sustainable development of the machine engineering plant. The obtained theoretical results are brought up to practical application and introduced at Novokramatorsk machine engineering plant.
