Essay

Object of research is a professional activity of public servants. Aim of research is a scientific substantiation of content, factors, conditions and public servants professional culture forming technology. Methods of research: generalization, synthesis, abstracting, induction and deduction, systems analysis; structural-functional analysis; abstract-logical; comparative; method of process and phenomena modeling; expert- analytical method, sociological inquiry method, rank order method and mathematical statistics method. Scientific novelty of received results is that for the first time public servants professional culture content is grounded fully by force of separation of culture sorts (subsorts) in its content, structural and functional components; public servants professional culture form level determination criteria; "public servants professional culture" definition concept has been concretized as a person system qualitative conception that defines public servant social-professional development level and his experience during professional activity; scientific approaches, factors and public servants professional culture forming condition have been improved. Scientific approaches according public servants professional culture improvement got further development.
